Add disconnected annotation to operator CSV

      The OpenShift console supports filtering of operators which support disconnected installations.  In order to show up when this filter is selected, we need to have the following annotation in our operator's CSV file:

       

      operators.openshift.io/infrastructure-features: '["Disconnected"]'
