Watch for jaeger route asynchronously and enable/disable kiali tracing

    Description

      The jaeger route can take an indeterminate time to appear, the operator should watch for this asynchronously and update the kiali tracing when the route appears/disappears.

      Need to add a watch on routes, filtered to the jaeger query route, which should trigger a reconcile of SMCP.
