Proxy: envoy_api repository shouldn't be vendored

envoy_api bazel repository is a part of the envoy source tree, and changes together with the rest of envoy. Envoy is already vendored, vendoring envoy_api creates unnecessary overhead. Addidtionally, this override prevents patches applied during rpm build to the api dir to take effect.
