Cherry pick operator 1.1.2 and 1.0.10-2 changes into 1.1

We created a separate branch for 1.1.2 changes (maistra-branch-1.1.2) and for the manifest update for inclusion of 1.0.10-2 (maistra-branch-1.1.2-1.0.10-2). We need to pull these changes across into the maistra-1.1 branch.
