Cannot create second istio service mesh control plane

In ocp on s390x:z/VM version 4.3.19 after installing the following operators: openshift service mesh 1.1.1, Jaeger 1.16.2 Kiali 1.12.11 and elasticsearch 4.3.9. After successfully creating a istio service mesh control plane in one project space, attempting to create a new instance on a separate project fails. Get "Error: "admission plugin "MutatingAdmissionWebhook" failed to complete mutation in 13s" for field "undefined".
