1.1.0 Failed to pull IOR production image.

When we tested installation with ior enabled CR from quay.io, ior installation completed successfully.

When we test an installation with ior enabled CR from production. We are getting

Failed to pull image "registry.redhat.io/openshift-service-mesh/istio-ior-rhel8:1.1.0": rpc error: code = Unknown desc = Error reading manifest 1.1.0 in registry.redhat.io/openshift-service-mesh/istio-ior-rhel8: unknown: Not Found

According to brian's comment :

registry.redhat.io has Pilot as registry.redhat.io/openshift-service-mesh/ior-rhel8 (no istio-*)
