Istio CNI installer logs preemption warning when it shouldn't

      The installer script that runs via the CNI DaemonSet logs the following warning every second:

      WARNING: Configured CNI config file "/host/etc/cni/multus/net.d/v1-1-istio-cni.conf" preempted by "istio-cni.conf".

      What this warning is trying to say is that the istio-cni.conf file has precedence over v1-1-istio-cni.conf and the latter won't be used. But this isn't true when using Multus.

      No such warning should be logged when using Multus.
