This is needed for disconnected installations since the current process requires the explicit specification of dependencies and their hashes.

At the very least we will need to

• support the configuration of these fully qualified images on the command line of the operator
• support fully qualified image names within the charts for all components
• modify the generation of the operator CSV to include explicit overrides for product
