Summary

Refactor the CLO vector code generator for syslog to make it compatible with the
syslog encoder that was released by upstream vector
so we can remove the dependency on our syslog implementation.

Acceptance Criteria

• Verify all features of the CLF API are supported after refactoring
• Verify there are no test regressions after refactoring
• Verify the CLO upstream documentation is updated if needed
• Verify the RH vector README is updated to identify the encoder was accepted by the upstream
