Summary

Add a NetworkPolicy resource for the operator to our repository
So that administrators can apply it when their cluster's security posture changes.

Acceptance Criteria

• Verify the operator's metrics are scraped when the policy is applied
• Verify the operator deploys CLF resources when the policy is applied
• Verify it is documented that admins may need to 'opt-in' to CLF and/or LFME network policy when the Operator NP is deployed
