Description of problem:

When doing hackathon for logging 6.4 able to see that olm.maxOpenShiftVersion","value:4.20 for operator is set to 4.20 rather than 4.21 which is mentioned in the operator yaml

com.redhat.openshift.versions: v4.18-v4.21

This is for both loki as well as logging so consider this Jira as issue for both of them

ocp 4.18

How reproducible:

Steps to Reproduce:

1.  install logging v6.4
2.  check the operator yaml 
3. ...

Actual results:

logging v6.4 is compatable till 4.20

Expected results:

logging v6.4 should be compatable till 4.21
