Upgrade vector to v0.50.0

Acceptance Criteria

• Verify the collector is capable of forwarding to a syslog sink
• Verify the collector binary is FIPS compatible and has no ring dependencies
• Verify the collector supports file and kubernetes sources with "include_path" configuration
• Verify the collector supports file and kubernetes sources with "rotate_wait" configuration
• Verify the collector supports the "multiline exception" transform

Notes

• Review change log so we understand how this may impact Cluster Logging
• Required version of Rust tool set 1.88 available to use in RHEL 9.7, we can use it as builder container
