Summary

Remove 'vendor' directory from Viaq/vector repo so we can improve CVE reporting for issues that actually apply to the distributed binary

Acceptance Criteria

• Verify the release branch no longer has a 'vendor' directory
• Verify the image builds successfully

Notes

• Stretch goal is to update the Cargo.lock file to only reflect what is needed to build the 'ocp-logging' features defined in the Cargo.toml
• Need to apply this change to all active release streams
