Context

Recently we have been approached by the Network Observability team with two different requests for Loki Operator:

• Introduce support for fine-grained authorization for the network tenant in LokiStack source
• Introduce a new tenant mode called "openshift" that would support both the storage of logs and network flows source

The goal of this issue is to review both of these requests and draw conclusions on how we should move forward with these requests

Acceptance Criteria

• Decide how what is the best direction for both of these requests
