Define new publishing strategy for the loki-operator website

      Context

      The loki-operator website was configured by Peri to be published using a service called netlify which would trigger on merges to the main branch of his fork. With Peri leaving RedHat this workflow became stale and now the website hasn't been updated in a while. The website is a crucial resource for the upstream community and our support team.

      The goal of this issue was to devise a new strategy to publish the website. An idea was suggested to see if we could use GH pages in combination with a AAAA record to point the domain loki-operator.dev to it.

      Acceptance Criteria

      • The website should be published and updated as we merge content to main
