CEE has identified this need because customer's may not or are not checking status and do not realize their CLF is invalid

- Verify an alert is triggered when the log collector Ready status if "false" for any reason
- Verify the alert identifies how to remediate the issue
- Verify the ClusterLogForwarder (i.e namespace, name) to which the alert applies
