Description of problem:

When installting logging v6.3 getting alert target down for the servicemonitor `cluster-logging-operator-metrics-monitor` same works totally fine in logging v6.2

1.  install CLO v6.3 in ocp 4.18 or 4.17
2.  Check target page in observe –> Target
3.  

Actual results:

Target down alert appears

Expected results:

target should not be down
