Summary

Create the ReleasePlan and ReplacePlanAdmission for logging 6.3 which meet
the Red Hat standard EnterpriceContactPolicy

Acceptance Criteria

• Verify the advisory for for the release is populated with the 6.3 JIRA issues
• Verify the advisory is publicly available to customers
• Verify the ReleasePlans are not set to auto-release
• Verify the workflow to release to production is documented in the project Wiki
