Description of problem:

The CLO logging-view-plugin can not be enabled in openshift-4.17, cluster-logging-operator logs fill in "reconciled console" message. and the COO LoggingUI can not be enabled in this status.

Steps to Reproduce:

1. Deploy cluster-logging-operator 5.8 and loki-operator in Openshift 4.17.
2. Create CLF to send logs to lokistack
3. Check the cluster-logging-operator logs, Check the consoleplugin/logging-view-plugin.
4. Deploy COO and enable LoggingUI Plugin.

Actual results:

logging-view-plugin can not be enabled in Console. the cluster-logging-operator logs fill in message below

The cluster-observability-operato Logging UIPlugin can not be enabled too.

Expected results:

Close this bug as known issue. cluster-logging-operator should not support Lokistack in Openshift 4.17.
