Establish the konflux Application and Component resources to build release-6.2 of log-collection

Acceptance Criteria

• Verify there is a distinct Application for the release
• Verify there are distinct Components for each log-collection component for the release
• Verify the components only build when their associated content changes
• Verify all components use hermetic builds
