As an administrator of log collection,
I want to apply affinity and/or anti-affinity rules to the log collector
So that I can control the nodes where it is scheduled

Acceptance Criteria

• Verify the collector is deployed to nodes that satisfy the affinity rules spec'd in the CLF
• Verify the collector is deployed to nodes that satisfy the anti-affinity rules spec'd in the CLF
• Verify the logging upstream documentation is updated and defines the feature
• Verify the logging upstream reference documentation includes the affinity/anti-affinity fields
