Context

In the logging default stack PoC we realised that with our current architecture as new clusters are added to the hub this doesn't trigger an immediate reconciliation of the hub to update the tenants on the store.

Acceptance criteria

• As new clusters are added or removed from the hub MCOA should react accordingly and update tenancy definition on the stores

Developer notes

• This might need to be achieved with an extra controller
• High churn of ManagedCluster might lead stores to always have to restart, we should have this into consideration
