Summary

Establish the konflux-cluster-logging gitlab repo for building Openshift Logging file based catalog

Acceptance Critiera

• Verify the 'main' branch includes a README that describes the purpose of the repo
• Verify the FBC image includes operator packages for: cluster-logging, loki-operator
• Verify there is one Dockerfile (Containerfiles?) per OCP release to build OCP versioned FileBasedCatalog
• Verify there is a documented workflow for updating the catalog
• Verify renovate is configured to ignore base image updates (e.g. ref PR)

Notes

• There can be only one FBC per openshift version
