Establish the konflux-log-collection gitlab repo for building log-collection

Acceptance Critiera

• Verify the 'main' branch includes only a README that describes the purpose of the repo
• Verify there is a 'release-6.2' branch that includes git submodules that reference the release-6-2 upstream components
• Verify there are Dockerfiles (Containerfiles?) to build the upstream components, including the operator bundle
