Currently the "olm.maxOpenShiftVersion" of 5.9 is set to 4.17, which allows customers to upgrade into an unsupported configuration as the maximum supported OpenShift version for that release is 4.16
This issue fixes this inconsistency by setting the maximum OpenShift version to 4.16, not allowing cluster upgrades to 4.17 with Logging 5.9 still installed.
