Description of problem:

cluster-logging-operator had been extended to 4.17, elasticsearch-operator had been extended to 4.18. we should update olm.maxOpenShiftVersion to align to this change.

As this is a special case, we should discuss what is the expected value.
cluster-logging-operator:5.8, the olm.maxOpenShiftVersion should >=4.17. I suggest using 4.17 to force the customer to upgrade to 6.x before upgrade to 4.18.
elasticsearch-operator, the olm.maxOpenShiftVersion should >=4.18, I suggest using 4.18 to force the customer to upgrade to 6.x before upgrade to 4.19.
