Context

With https://issues.redhat.com/browse/LOG-5626 now being completed we will need eventually to support in the operator the creation of multiple CLF instances. However, it's not clear how we can achieve this. Nowadays we create a single instance with name + namespace hard coded. How will we expose this configuration to users in the MCOA use case?

Will we as users to:

• Create the stanza on namespace “foo” in the hub
• Create the stanza on namespace “open-cluster-management-observability” but add a dedicated annotation with “foo”
• another idea...

Acceptance Criteria

• Raise a PoC that follows the second alternative to help drive the discussion.
