Upgrade vector to v0.40.x

Acceptance Criteria

Verify the collector is capable of forwarding to a syslog sink
Verify the collector binary is FIPS compatible and has no ring dependencies
Verify the collector supports file and kubernetes sources with "include_path" configuration
Verify the collector supports file and kubernetes sources with "rotate_wait" configuration
Verify the collector supports the "multiline exception" transform
