Loki Operator cannot be deployed on arm64/ppc64le arch cluster

      Description of problem:

      Loki operator is failing to deploy on arm64 cluster. Controller manager is in CrashLoop status.

      Error:

      Failed to pull image "registry.redhat.io/openshift4/ose-kube-rbac-proxy@sha256:dc319a431162ad219ea3b3efdea1913b7342ae6c648266e0854b2e4844c4b9fb": choosing image instance: no image found in manifest list for architecture arm64, variant "v8", OS linux
