Logging dashboards are not created for green installation

      As part of fixing LOG-5308, dashboard seeding was removed which breaks green deployments that never had dashboards. This fixes that by seeding the dashboard when the operator starts and continues to reconcile it for changes.

      LOG-5308 Added a watcher to ensure the dashboard always remains the same but also removed its initial creation so no logs are available
