Context

The design of MCOA is built on top of CRDs that are familiar to our users. These CRDs belong to operators such as the logging-operator of and the opentelemetry-operator. However, up until MCOA, has not "declared" a dependency on these operators and has instead just assumed that the CRDs would exist in the hub cluster.

As we walk towards dev-preview we have to write a proposal that addresses, this issue and some of the concerns around it.

Acceptance Criteria

• Users should be able to create Stanzas that will be consumed by MCOA
• (optional) Users should be able to treat the hub cluster as a single OCP cluster and still be able to leverage both operators for their regular use
