Summary

Refactor the collector deployment code so that it relies upon the CLF.observability APIs to consume the API secrets and crafts the pod spec

Acceptance Criteria

• Verify deployment of the collector as a daemonset
• Verify deployment of the collector as a deployment
• Verify unit tests are enabled
• Verify undeployment of the collector when the permission no longer allows collection of a log type
• Verify status identifies reasons for failed conditions
