As an administrator I want to connect the log collector to send logs to the internal LokiStack via OLTP, so that I can benefit from using a single protocol to forward logs in-cluster.

Acceptance Criteria

1. Given the administrator configures a LokiStack forwarding output, then I want all communication between the collector and lokistack to run via OLTP.
2. Given the administrator configures a LokiStack forwarding output, then I want all OLTP communication between the collector and lokistack to flow with encryption in transit as it used to be via the HTTP Push API.
