Summary

Write code to migrate CLF from logging.openshift.io/v1 to observability.openshift.io/v1
so that users have an automated way to move to the new API

Acceptance Criteria

• Verify a migrated CLF is accepted by the operator and results in a collector deployment
• Verify pipeline features (e.g. parse json, multiline error, labels) are converted to filters
• Verify "default" output ref is migrated to an Output spec
