Summary

Update the vector config generator to rely upon the CLF.observability API
so the operator can generate collector configuration

Acceptance Criteria

• Verify the generator produces config to using the CLF.observability API based upon the enhancement spec
• Verify we document any unavoidable changes between CLF.logging and CLF.observability generated config

Notes:

• Evaluation of existing code and unit tests should be undertaken to confirm they are still valid
• Expectation is most CLF.logging API config translates to some version of CLF.observability API
