      Summary

      Modify the API to not expose the OTEL portion of the API and modify the feature gate to always return false, so that we can disable the existing work without reverting it entirely

      Acceptance Criteria

      • Verify adding the TP OTEL feature gate enables no changes in config generation
      • Verify CLF yaml does not support any OTEL configuration fields

      Notes

      • Ref "GroupLimits" to see how to disable API fields without actually removing them from the existing structs
