As a Logging administrator, I want to have an oversight of log forwarding health across the fleet, so that I can get an overview on which spoke clusters the installation of Log forwarding failed or errors.

Acceptance Criteria

1. Given the Logging administrator distributes a ClusterLogForwarder resource through the addon to a fleet of managed clusters, then the addon will report the deployment availability of the Cluster Logging Operator for each ManagedCluster resource.
2. Given the Logging administrator distributes a ClusterLogForwarder resource through the addon to a fleet of managed clusters, then the addon will report the deployment availability of the log collector for each ManagedCluster resource.
