As a Log Storage engineer, I want to be able to spin up OCP clusters with tokenized authentication on every public cloud provider, so that I can test Loki Operator and LokiStack installations with tokenized authentication

Acceptance Criteria

1. Provider simple toolbox scripts that generate installation manifests
2. Provide auxiliary scripts to locally initialize cloud provider CLI tools with OpenShift engineering projects on each provider.
3. Provide a simple script to download any OCP version from our CI.
