      Refactor and re-organize to:

      • Move metrics templates into separate file and logical package
      • Refactor secret retrieval into helper package
      • Refactor TLSOptions into helper package
      • Refactor throttle templates into common output package

      so that they are more easily reusable and composible with alternate config generation
