Summary 

As a consumer of Red Hat Observability,
I want to "Red Hat OpenShift Logging" to appear in Operator Hub under the "Observability" category

Acceptance Criteria

• Verify the cluster-logging-operator is listed in Operater Hub when the "Observability" category is selected
• Verify the loki-operator is listed in Operater Hub when the "Observability" category is selected
• Verify the elasticsearch-operator is listed in Operater Hub when the "Observability" category is selected

Notes:

Add "Red Hat OpenShift Logging" to the "Observability" category in OperatorHub.  The plan is to put all observability operators in this category.
