Description

As a LokiStack administrator, I want to let Loki automatically control the per-stream ingestion rate by using the stream sharding mechanism, so that I can minimize the effort to continuously tune the ingestion rate when ingesting bigger payloads including structured metadata.

Acceptance Criteria

1. The LokiStack administrator can enable the automatic stream sharding mechanism by defining a desired stream rate target in the global limits configuration.
2. The LokiStack administrator can enable the automatic stream sharding mechanism by defining a desired stream rate target in the per-tenant limits configuration.

Developer Notes

2. Replace current Per-Stream-Limits with Desired Rate, keeping the values.
3. Add CRD validation to advice the user to pick either perStreamLimit or desiredRate.
