Logs entry missing from observe in developer view

      Description of problem:

      My customer has reported:
      That when using a developer account with LokiStack in OCP 4.11 the following happens:
      
      When using the developer view on OpenShift, the view logs option is missing from the screen.
      
      The only workaround is make all developers admin which is completely unacceptable to the customer.
      
      This means that LokiStack is problematic for them in OCP 4.11 and currently as they cannot upgrade to 4.12 in which this is fixed, please can we backport the fix from 4.12 in to 4.11?

      100%

      Steps to Reproduce:

      1. Login to a cluster using 4.11.z and Lokistack as a developer account NOT an admin account
      2. Go to developer view
      3. The view logs option is missing
      

      Actual results:

      Cannot view logs as a developer in development view

      Expected results:

      Be able to view logs as a developer in development view
