Currently we re-use the AlertingRule and RecordingRule CustomResourceDefinitions (CRDs) from the upstream Loki Operator code base. This upstream project introduced new version of the aforementioned CRDs (See grafana/loki#8800).

Acceptance Criteria

Add support in RHOBS to create v1 versions of AlertingRule and RecordingRule custom resources.
Keep backwards compatibility with existing v1beta1 AlertingRule and RecordingRule custom resources.
Move all watchdog RHOBS rules from v1beta1 to v1.
