Remove feature gate from code so that the feature is always available and not opt-in

Acceptance Criteria

• Verify feature gate is not required to utilize TLS Security Profiles for log collectors
• Verify product documentation no longer states feature gate is required to use the feature
• Verify CLO feature documentation no longer states feature gate is required to use the feature
