Summary

Write a test that deploys and tests the CLO on a cluster where the EO has never been deployed so we can ensure one runs without the other

Acceptance Criteria

• An e2e test that verifies CLO deploys successfully without an EO deployment

Notes

• Primary we need to ensure the elasticsearch CRD does not exist on the cluster during the execution of the test
