[release-5.6] Cluster Logging 5.6.0 CPaaS CLO image is not synced with the release-5.6 branch

      Description of problem:

      The Cluster Logging 5.6.0 CPaaS CLO image is not synced with the release-5.6 branch. The commit is currently at:

                          "build-date": "2022-12-06T22:24:32",
                    "io.buildah.version": "1.27.1",
                    "io.openshift.build.commit.id": "9d44b31bf234112d546b62fe275bbbce975e1748",
                    "io.openshift.build.commit.url": "https://github.com/openshift/cluster-logging-operator/commit/9d44b31bf234112d546b62fe275bbbce975e1748",

      The latest CPaaS builds failed but the CLO was built.

      The issue is not fixed in the build.
