Raising Loki Ingestion Limits

      Before this update,the default `ingestionRate` caused the Loki installation to be unable to ingest the per-second rate for their expected ingestion rate without manual intervention. With this update, the default values have been raised in order to resolve this issue.

      The 1x.small and 1x.medium are currently rated to handle loads of 500 GB per day and 2 TB per day respectively. However, at their current ingestion rates of 10 (which is 5 MB per second), they cannot handle the max per second rate to achieve those rates without being affected by the configured rate limit.

      Thus the rate should be raised so that this throughput can be handled without enforcing rate limiting.

      For 1x.small, this limit should be 15 (7.5 MB per second) to handle the 6 MB per second rate.
      For 1x.medium, this limit should be 50 (25 MB per second) to handle the 24 MB per second rate.
