Per our slack discussion, modify fluent CI to setup fluent 1.14.6 with ruby 2.7 for logging 5.5 while maintaining fluent 1.14.5 and ruby 2.5 for logging 5.4.

• cluster-logging-operator 5.5 gated by fluent 1.14.6/ruby 2.7
• cluster-logging-operator 5.4 gated by fluent 1.14.5/ruby 2.5
• fluent 1.14.6 mirrored to quay.io
