Enable vector functional and e2e tests for preview, or document gaps

    Description

      Most of the functional and e2e tests are NOT being run with the vector collector.

      Currently only the elasticsearch functional test is marked VECTOR_READY, so is the only one being run.

      For the 5.4 preview vector support:

      1. Enable as many of these tests as possible.
      2. Document feature gaps for the preview for any tests that cannot be enabled because the feature does not work.
      3. Change including VECTOR_READY to excluding VECTOR_UNREADY so all failing tests are marked explicitly and new tests are included unless explicitly excluded.
