As a developer of cluster logging operator,
I want to move e2e syslog tests to be functional tests where appropriate
so we improve: e2e test times, can have quicker feedback, easier debugging

Acceptance Criteria

• Functional tests that replace e2e where appropriate
• Removal of e2e tests that have a functional test
